Bayonne Mayor-Elect Nadrowski Announces Leadership of Department of Public Works Transition Committee

Mayor-Elect Sharon Ashe-Nadrowski today announced the leadership of the Department of Public Works (DPW) Transition Committee, appointing Scott Sisk and Mina Samuel to serve as Co-Chairs as the incoming administration continues assembling teams that will help guide the future of city government. The Department of Public Works Transition Committee is tasked with reviewing operations, identifying opportunities for improvement, and developing recommendations that will help ensure Bayonne continues to deliver high-quality services to residents while maintaining and modernizing critical infrastructure.

Sisk is a lifelong Bayonne resident with more than three decades of experience in fleet management, operations, logistics, infrastructure support, and team leadership. He currently serves as Fleet Operations and Client Success Manager for Reliable Paper Recycling in Jersey City, where he oversees more than 200 fleet units, manages over 100 employees, and is responsible for millions of dollars in assets and inventory.

He previously served as Director of Fleet Operations for the Nacirema Group, managing more than 240 vehicles and equipment units while supporting large-scale environmental, demolition, waste management, and snow removal operations. Sisk is also a graduate of Lincoln Technical Institute and brings hands-on experience as a certified automotive and diesel technician, vocational instructor, and entrepreneur.

Samuel joins the committee with more than 15 years of experience in engineering, construction management, infrastructure, inspections, and real estate development. He currently serves as a Civil Engineer with the Port Authority of New York and New Jersey and has previously held leadership and inspection roles with the New York City Department of Buildings, where he worked closely with public agencies, developers, contractors, and community stakeholders.

Samuel holds a Master of Science in Civil Engineering from the New Jersey Institute of Technology and has earned numerous certifications in construction management, safety compliance, and special inspections. He also volunteered in post-earthquake building safety assessments following the 2020 Puerto Rico earthquakes, further demonstrating his commitment to public service and emergency response.

In addition to his professional accomplishments, Samuel is a Bayonne property owner, entrepreneur, and founder of Lavaccino Café. His experience in both the public and private sectors provides a unique perspective on the challenges and opportunities facing the city.

“As we prepare to take office, I want people involved who understand operations from the ground up and know how to identify ways to improve service, increase efficiency, and deliver better results for residents,” said Mayor-Elect Nadrowski. “Scott and Mina bring a tremendous combination of technical expertise, leadership experience, and commitment to public service. Their guidance will help lay the foundation for a Department of Public Works that is responsive, efficient, and prepared to meet the needs of our community.”

This announcement is part of Nadrowski’s ongoing effort to assemble transition committees focused on key areas of city government. Additional committee appointments and leadership announcements are expected in the coming weeks.

Mayor-Elect Nadrowski was elected in May 2026, becoming the first woman elected Mayor of Bayonne. Her administration will officially take office on July 1, 2026.
