Elvin Dominici Encarnación, a father, dedicated community activist and financial professional will announce his candidacy for Jersey City Council representing Ward D, Jersey City Heights. Building on his years of public service and advocacy, Elvin will be running on Commissioner and Candidate for Jersey City Mayor Bill O’Dea’s slate, “Our City, Our Choice.”  The slate brings together community activists, parents, educators and every day people from all over the city who are committed to uplifting the voices of Jersey City residents.
