MAYOR BARAKA ANNOUNCES ADDITIONAL POLICE PROMOTIONS 

Two new Acting Captains will assist Acting Director O’Hara in critical initiatives 

Newark, NJ – February 16, 2021 — Mayor Ras J. Baraka today announced two additional Police Division promotions to assist acting Public Safety Director Brian O’Hara in implementing his critical initiatives.  

 

Lieutenants Miguel Aviles and Emmanuel Miranda were promoted to the rank of Acting Captain, both to work in Acting Director O’Hara’s office.

 

“We made major appointments and promotions in our Department of Public Safety today,” said Mayor Baraka. “The promotion of these two outstanding officers provides Acting Director O’Hara with two great team members to advance our agenda to create a safer Newark and a more transparent police force. I congratulate both lieutenants on their promotions.”   

 

Lt. Aviles will be promoted to Acting Captain and will be transitioning to become the Commander of the Consent Decree & Planning Division. Lt. Aviles has served as a Newark police officer for 25 years and has worked on the consent decree implementation unit for the last five years.

 

Lt. Miranda has been a Newark police officer for 20 years and will be promoted to Acting Captain to serve on the transition team for Acting Public Safety Director O’Hara. After the transition, Acting Captain Miranda will take command position within the Department.
