Assembly Appropriations Thursday Agenda Includes Plastic Ban Legislation, Minimum Nurse Aide-To-Resident Ratio in Nursing Homes & COVID-19 Relief Measures
(TRENTON)- The Assembly Appropriations Committee will meet remotely on Thursday, September 17 at 10:30 a.m.
Due to the public health emergency, the State House Annex remains closed to visitors. The public may not attend the committee meeting in person but may view and participate in the meeting via the New Jersey Legislature home page at https://www.njleg.state.nj.us/.

The following bills will be considered:
|Reinstates prior property tax exemption for nonprofit hospitals with on-site for-profit medical providers; requires some of these hospitals to pay community service contributions; establishes Nonprofit Hospital Community Service Contribution Study Commission; prohibits certain third-party property tax appeals.|
|Prohibits posting or publishing on Internet home address or telephone number of certain judges and prosecutors.|
|Prohibits use of plastic carryout bags, expanded polystyrene, and single-use plastic straws.|
|Makes FY 2020 supplemental Grants-in-Aid appropriation of $5 million to DCA for NJSHARES – S.M.A.R.T. Program.|
|Allows deduction of promotional gaming credit from gross revenue on sports wagering.|
|Provides temporary modifications to payment and use of certain casino gaming taxes and fees due to COVID-19 Public Health Emergency and State of Emergency; allows full deduction of promotional gaming credits and certain coupons from gross revenues.|
|Requires copies of medical and billing records be provided without charge to Social Security Disability benefits applicants and recipients; requires records be delivered in manner specified by requestor.|
|Requires hospitals and long-term care facilities to maintain 90-day supply of personal protection equipment during coronavirus disease 2019 pandemic.|
|Requires nursing homes to maintain certain supply of personal protection equipment for residents.|
|Removes time restrictions for certain temporary structures to remain on commercial farms during coronavirus disease 2019 (COVID-19) emergency.|
|Permits raffles to be conducted remotely at large sporting venues.|

|Establishes minimum certified nurse aide-to-resident ratios in nursing homes.|

|Permits State agency to completely or partially terminate contract concerning marine terminal or attendant real property to serve important public purpose.|
|Prohibits provision or sale of single-use plastic carryout bags, single-use paper carryout bags, and polystyrene foam food service products; limits provision of single-use plastic straws; appropriates moneys from Clean Communities Program Fund for public education.|
|Provides temporary modifications to payment and use of certain casino gaming taxes and fees; allows deduction of promotional gaming credits and certain coupons from gross revenues; appropriates $100 million of federal funds to EDA for small business assistance; requires priority funding for senior and disabled transportation services from Casino Revenue Fund.
