Katz Bill Would Streamline Permitting Process for Critical Infrastructure Projects
Legislation would create new offices designed to cut red tape
(TRENTON) - Assemblywoman Andrea Katz recently introduced legislation to streamline the permitting process for critical infrastructure projects in New Jersey. Bill A5896 would establish both an Office of Permitting and Broadband Deployment and Development Efficiency and a New Jersey Fast Track Program.
“We hear all the time from businesses about the red tape they face when trying to obtain the permits they need for their projects to start and proceed,” said Assemblywoman Katz (D-Atlantic, Burlington). “We need to make it easier for them. That’s why I introduced this important legislation. By establishing this one-stop-shop office, we create a centralized location for businesses to not just obtain necessary permitting, but also get information about the permitting process and find out the best point-of-contact to answer their questions.”
The Office of Permitting and Broadband Deployment, which would be housed within the New Jersey Department of State, would set eligibility criteria, manage applications, and provide guidance and coordination to project developers. Additionally, it would maintain a public-facing website with application instructions, contact information for individuals who may be able to assist them in applying for the programs, and a dashboard tracking approved projects. In order to cut red tape for broadband-related projects, the bill would also transfer certain regulatory duties from the Board of Public Utilities (BPU) to this new office, particularly those related to pole attachment rates, terms, and contracts.
Under the bill, the Office of Permitting and Broadband Deployment would additionally be tasked with creating and overseeing the New Jersey Permit Fast Track Program. That program would be designed to make it easier for developers to get permits for vital infrastructure projects.
