Singer Bill to Bolster Support for Adult Day Care Advances

Senator Robert Singer’s measure to heighten support for facilities that provide daytime services to elderly New Jerseyans has advanced in the Senate Health, Human Services, and Senior Citizens Committee.

“Adult day health services are crucial to the care and well-being of New Jersey seniors,” said Singer (R-30). “With more support, these facilities are able to offer more services and personalized care, which can include nursing, nutrition, medication management, and both physical and behavioral therapy. An increase in funding for these providers will help them better assist, protect, and support the elderly throughout our state.”

Singer’s legislation, S-2561, would establish a minimum Medicaid reimbursement rate for a provider of adult medical daycare services.

Under the bill, whether the services are provided in the Medicaid fee-for-service (FFS) delivery system or through a managed care delivery system, the per diem reimbursement rate is required to be no less than the established State Medicaid FFS rate.

Currently, the FY 2020 annual Appropriations Act sets forth the FFS rate at $78.50 per day.

“Adult daycare allows older adults to participate in the outpatient programs they need to thrive while allowing them to sleep in the comfort of their own or a loved one’s home,” added Singer. “Strengthening their services is a win for both patients and their families.”
