Freeholder Leonard Luciano of District 4 led the program, celebrating each of the Board’s honorees, including: Joseph C. Parlavecchio of Newark, Samuel A. DeMaio of Bloomfield, Susan R. During his thirty-year career as an educator, he served as a teacher, Vice-Principal, Principal, an Executive Board Member, Vice-President of the City Association of Administrators and Supervisors (CASA) Local 20 AFL-CIO, an Executive Board Member and Officer of the Newark Principals’ Association. He also held membership in the Benedetto Croce Educational Society and the Essex County Council of School Administrators.

In 1978, he was appointed to fill a vacancy on the Essex County Board of Chosen Freeholders. In 1981, he was elected to his first full term as an At-Large member of the Essex County Board of Chosen Freeholders. He was re-elected in 1984, 1987, 1990 and 1993 representing District I. Having served (then unprecedented) five terms, he did not seek re-election to a sixth term in 1996. During his tenure on the Board of Freeholders, he served as Vice-President from 1986-1988 and was elected President of the Board in January 1989. He was also involved in the creation of the Essex County Major Crimes Task Force and an active participant in the FBI’s Violent Crime Task Force. In 2011, he was appointed Newark’s Police Director. That year, his efforts reduced the city’s shooting and murder rates by 15 and 18 percent respectively, while also lowering citizens’ complaints against the department.

One of his personal highlights at NPD was creating the NPD Memorial Scholarship Fund, honoring officers who gave their lives in the line of duty by creating a scholarship fund for college-bound Newark students.
