Ewing’s SERV Announces New CFO

Trenton, NJ—SERV Behavioral Health System, Inc., a statewide non-profit organization headquartered in Ewing, is pleased to announce Donald Holford as its new Chief Financial Officer.

SERV provides residential and support services to adults and children coping with severe mental illness, substance use disorder, and intellectual/developmental disabilities in 11 counties in New Jersey.

Prior to joining SERV, Holford served as President and CEO of Management Innovations LLC, a consulting firm he established for the purpose of assisting not-for-profit organizations improve service delivery and consumer care. Highly experienced in program operations, finance, and information management, he has held a number senior management positions in government and non-profit sectors and has over 46 years of experience in the human services field.

“Donald joins the SERV team after having built a successful career serving non-profit organizations in New York and New Jersey,” said SERV’s CEO Regina Widdows. “With his track record of success and vast experience, he will no doubt play a major role in our organization’s efforts to expand and strengthen community services in our state.”

From 2015 to 2019, Holford served as Chief Financial Officer for Preferred Behavioral Health Group (PBHG), where he oversaw all financial and information management operations. As a testament to his efforts in facilitating PBHG’s successful transition from contract to fee-for-service funding, NJBIZ, New Jersey’s leading business journal, recognized Holford as CFO of the Year for large non-profit agencies in 2017.

During his 31 years in government, Holford served as the Assistant Commissioner with the New York City Department of Mental Health and in various hospital director positions with the New York State Office of Mental Health. Some of his most notable accomplishments include the development of a computer based contract performance monitoring system for New York City, as well as the accreditation of three JCAHO and CMS surveys and the coordination of a $100-plus million capital program.

Holford earned his B.B.A. in Statistics and an M.S. in Education from the City College of New York. He also holds an M.S. in Industrial Engineering from the Polytechnic Institute of New York and a certificate in Non-Profit Management from the Columbia School of Business.

Founded in 1974, SERV (Social, Educational, Residential, Vocational) is a private, not-for-profit behavioral healthcare organization serving adults and children who are working to recover from and cope with a serious mental illness, substance use disorder, and intellectual/developmental disabilities.
