Independent Monitor Peter Harvey and Urban League of Essex County to Host Community Forum on the Monitor’s Second-Year Reassessment

On December 11, Peter Harvey, Independent Monitor of the Newark Police Division, the Urban League of Essex County, and the New Jersey Institute for Social Justice will host a community forum to discuss the Independent Monitor’s Second-Year Reassessment. The conversation will occur from 6:00 to 8:30 pm at the Central Assembly of God Church located at 92 S. 6th Street in Newark, NJ.

 

Under the Consent Decree, Consent Decree Paragraph 182 requires that after the second-year anniversary of the Consent Decree, July 12, 2018, the Independent Monitor file with the United States District Court for the District of New Jersey a “comprehensive reassessment” of both the City of Newark’s

(the “City”)and Newark Department of Public Safety, Police Division’s(“NPD”)progress implementing Consent Decree reforms. Pursuant to Paragraph 182, the reassessment must include:  (A) areas of achievement and the “requirements that appear to have contributed to this success;”(B) “areas of greatest concern ;”and (C) “strategies for accelerating full and effective compliance,” which could include “modifications to the [Consent Decree] [that] are necessary for continued progress. ”This report is the Independent Monitor’s comprehensive reassessment as of July 12, 2018.

In 2016, a federal court approved a panel of experts — led by Harvey — to serve as the Independent Monitoring Team of the Newark Department of Public Safety’s Police Division, in accordance with a settlement reached between the Department of Justice and the City of Newark.
