Kennedy Bill Regulating the Installation, Maintenance, & Repair of Perimeter Fence Intrusion Protection Systems Now Law

(TRENTON) – To regulate perimeter fence intrusion protection systems and other alarm systems governed by “The Electrical Contractors Licensing Act of 1962”, Assemblyman James Kennedy (D-Middlesex, Somerset, Union) sponsored legislation to establish confidentiality standards for alarm service practitioners and licensed locksmiths.  The bill was signed Thursday by the Governor and is now law.

Under the bill (S-2419), local government regulation will be prohibited from imposing certain requirements on businesses regarding electric fences.  Licensees will not be permitted to disclose, or release to any third party, information relating to the provision of the burglar alarm, fire alarm, or locksmithing services without the clients consent or compelled by a court order.

Upon the Governor signing the bill into law, Kennedy issued the following statement:

“Local Government regulations often make it difficult for businesses to install electric fences.  The law’s provisions will allow more people to install the fences while also maintaining the safety that is necessary.  If one of these fences is in an appropriate location with few pedestrians with the safety requirements met, there should be no issue with getting them installed.”
