NJACP Calls for 3% COLA for Community IDD Providers in Final FY27 Budget
The New Jersey Association of Community Providers (NJACP) is urging lawmakers to include a 3% Cost-of-Living Adjustment (COLA) for community providers supporting individuals with intellectual and developmental disabilities (IDD) in the final Fiscal Year 2027 state budget.
NJACP welcomed several elements of Governor Mikie Sherrill’s proposed budget, including funding for a wage increase for Direct Support Professionals (DSPs) and new investments to address growing demand for services, which supports more than 30,000 adults with disabilities in community settings. However, the budget stops short of addressing the rising costs facing community providers that deliver those services and threatens their sustainability.
“New Jersey has made real progress expanding community services for individuals with IDD,” said NJACP CEO Libby Vinson. “But without predictable funding adjustments, providers will continue to struggle to expand housing, improve programs, and keep pace with the growing demand for services. A 3% COLA is simply a necessity.”
The Division of Developmental Disabilities received more than 4,800 new service applications last year, highlighting the significant need for continued growth in the system. Lawmakers have a critical opportunity to ensure these essential services remain stable by approving a modest 3% COLA to help cover inflationary costs, reduce waiting lists that number over 5,000, and ensure a sustainable system of services for individuals and families across the state.
NJACP looks forward to working with the Legislature and Administration during the budget process to ensure the final FY27 budget includes a 3% COLA to help stabilize New Jersey’s community-based system of care that thousands New Jerseyans rely on.
