NJDOL Issues Stop-Work Orders to Texas Contractors Installing Roof at Audubon Grocery Store

TRENTON – Investigators from the New Jersey Department of Labor and Workforce Development’s (NJDOL) Division of Wage and Hour Compliance issued the following stop-work orders on October 21, 2026:

Employers: Joli Roofing Specialists LLC of Keller, Texas; Jose A. Roman of Irving, Texas (subcontractors)
Work Location: ACME Markets, 100 Black Horse Pike, Audubon, N.J.

Category: Construction

Nature of Work: Roof installation
Details: Joli Roofing Specialists and Jose A. Roman were hired to the project by primary contractor Gorman Roofing Services of Phoenix, Ariz.

Violations: Improper classification/misclassification of construction workers; failure to properly classify employees; failure to pay overtime rate; unpaid wages/late payment; earned sick leave records and notice/posting violations.

Workers Affected: 10

NJDOL has issued 237 stop-work orders since these powers were expanded in July 2019.

“Regardless of where a company is headquartered, they must comply with our state’s labor standards when doing business here,” said Assistant Commissioner for Wage and Hour Compliance Joseph Petrecca. “We will not tolerate contractors who come to New Jersey and exploit our workers.”

Stop-work orders are initiated by NJDOL to halt work being performed in a manner that exploits workers, or is otherwise noncompliant with state laws and regulations. An employer may appeal a stop-work order, in which case NJDOL has seven days to schedule a hearing.

NJDOL continues to monitor locations where stop-work orders have been issued, and can assess civil penalties of $5,000 per day against an employer conducting business in violation of the order. The stop-work order may be lifted if and when any remaining back wages and penalties have been paid and all related issues have been resolved.
