Osner J. Charles Joins 360 Smarter Care as Executive Vice President of Government Affairs & Strategic Partnerships
New York — 360 Smarter Care today announced that Osner J. Charles has joined the company as Executive Vice President of Government Affairs & Strategic Partnerships, following his tenure as Senior Director of Business Development & Community Engagement at MBI, Inc.
Charles brings more than two decades of experience across government affairs, economic development, business development, community engagement, and public-private partnerships. In his new role, he will lead 360 Smarter Care’s government affairs strategy and help expand partnerships with state and local governments, health systems, community organizations, and other public and private partners.

At MBI, Charles advised clients across multiple industries on government relations, public policy, business development, legislative strategy, community engagement, and public-sector partnerships. His work focused on helping clients navigate complex government issues, build relationships with public leaders, and create opportunities for collaboration between business, government, and communities.

Before joining MBI, Charles served in state and municipal government, including as a legislative staffer for New Jersey’s 20th Legislative District, Assistant Director of Economic Development for the City of Paterson, and Director of Recreation & Cultural Affairs for the City of East Orange.
At 360 Smarter Care, Charles will work across the company’s portfolio to strengthen its public-sector presence, develop new markets, and build strategic partnerships with government agencies, healthcare systems, community organizations, and other partners.
Charles earned his Master of Public Administration from Rutgers University and a Bachelor of Arts in Sociology from Bloomfield College of Montclair State University. He serves as a trustee of the Education and Leadership Foundation of New Jersey, a board member of the Greater Paterson Chamber of Commerce, and a member of the Rutgers University MPA Advisory Board. He is also a member of ForbesBLK.
His professional and civic work has earned several recognitions, including being named Haitian American Young Professional of the Year by the U.S. Haitian Chamber of Commerce and being recognized among InsiderNJ’s 100 Rising Generations.
