(TRENTON) – Criminal penalties for the sale and possession of bump stocks on firearms, improving fire safety in large residential projects, combating attempts to exclude pre-existing health conditions from coverage, more opioid crisis legislation and an innovation zone program to stimulate technology industry clusters around New Jersey’s research institutions highlight Thursday’s Assembly committee hearings.

Also up: the Green Building and Infrastructure Tax Credit Act, Atlantic City International Airport area redevelopment, dissolving the Waterfront Commission of New York Harbor, a restricted use driver’s license, the New Jersey Caregiver Task Force, protecting Alzheimer’s patients and health benefits coverage for donated human breast milk.

            HIGHLIGHTS INCLUDE:

  • A-5200 (Quijano) – Establishes criminal penalties for sale and possession of certain firearm components. 2 p.m. Law and Public Safety.
  • A-96 (Prieto/Eustace/Lagana/Jimenez/Vainieri Huttle)Amends State construction code to increase fire safety in large residential projects; and A-97 (Prieto/Eustace/Lagana/Jimenez/Vainieri Huttle) – Amends State construction code to increase fire safety at certain construction sites. 1 p.m. Regulated Professions.
  • A-4877 (Vainieri Huttle) – Clarifies prohibition on preexisting condition exclusions in health insurance policies. 10 a.m. Financial Institutions and Insurance.
  • A-2430 (Conaway/Benson/McKnight/Jimenez) – Requires anyone receiving opioid antidote to treat drug overdose be provided with information concerning substance abuse treatment programs and resources. 10 a.m. Health and Senior Services.
  • A-4707 (Quijano) – Prohibits residential substance use disorder treatment facilities and aftercare facilities from denying admission to individuals receiving medication assisted treatment for substance use disorder. 10 a.m. Health and Senior Services.
  • A-3747 (Lampitt/Mazzeo/Sumter) – Establishes innovation zone program to stimulate technology industry clusters around New Jersey’s research institutions; allows certain technology businesses located in certain innovation zones to receive certain tax credits under Grow New Jersey Assistance Program. 1 p.m. Commerce and Economic Development.
  • A-918 (Vainieri Huttle/Benson/Holley/Danielsen/DeAngelo) – Requires hospital patient’s medical record to include notation if patient has Alzheimer’s disease and related disorders. 10 a.m. Health and Senior Services.
  • A-1355 (Wimberly/Benson/Mukherji/Pintor Marin) – The “Green Building and Infrastructure Tax Credit Act”; provides tax credits for certain green buildings and wood utility poles. 1 p.m. Commerce and Economic Development.
  • A-4510 (Mazzeo) – Provides certain incentives to qualified businesses in Garden State Growth Zones; creates Garden State Growth Zone at Atlantic City International Airport and surrounding area. 1 p.m. Commerce and Economic Development.
  • A-2179 (Quijano/Giblin/Wimberly/Pintor Marin) – Directs Governor to withdraw from compact establishing Waterfront Commission of New York Harbor; dissolves compact and commission; transfers commission’s NJ operations to State Police. 2 p.m. Law and Public Safety.
  • A-4780 (Singleton) – Removes certain bars to employment for convicted offenders.  2 p.m. Law and Public Safety.
  • A-1470 (Lampitt) – Requires health benefits coverage for donated human breast milk under certain conditions. 10 a.m. Financial Institutions and Insurance; and A-1442 (Lampitt/Mosquera/Vainieri Huttle/Jasey/Giblin) – Provides for licensure of human milk banks. 1 p.m. Regulated Professions.
  • A-3490 (Muoio) – Establishes restricted use driver’s license endorsement for certain motor vehicle offenders with suspended license. 2 p.m. Law and Public Safety.
  • A-5031 (Vainieri Huttle) – Requires AG to conduct audit of untested sexual assault examination kits. 2 p.m. Law and Public Safety.
  • A-4753 (Benson) – Establishes pre-loan counseling requirements and borrower right of rescission for reverse mortgage loans. 10 a.m. Financial Institutions and Insurance.
  • A-4424 (Vainieri Huttle/Eustace) – Authorizes additional health care professionals to complete certain certificates required for involuntary commitment to treatment. 10 a.m. Health and Senior Services.
  • A-1463 (Lampitt/Mosquera/Vainieri Huttle/Danielsen) – Establishes New Jersey Caregiver Task Force to evaluate and provide recommendations on caregiver support services. 10 a.m. Health and Senior Services.
