Assembly Members Katie Brennan and Ravi Bhalla Announce Legislative Staff
Andrew Fenwick named Asw. Brennan chief of staff, Justin Ramos to serve as Asm. Bhalla chief of staff, Michelle Guengue to serve as District Director
Today, New Jersey Assembly Members Katie Brennan and Ravi Bhalla announced the hiring of their legislative staff to serve the residents of District 32, covering Hoboken and most of Jersey City.
Andrew Fenwick will serve as Asw. Katie Brennan’s chief of staff, Justin Ramos will serve as Asm. Ravi Bhalla’s chief of staff, and Michelle Guengue will serve as district director to oversee community outreach and constituent relations.
Javier Perez will serve as legislative director for both members, and Ethan Block will serve as a digital communications specialist.
“This is a team that has deep roots in our community and real experience in government,” said Asw. Katie Brennan. “We really want this office to set the standard when it comes to constituent services and leading on the issues that matter most. The people of Jersey City and Hoboken deserve nothing less, and I know that everyone here is ready to deliver.”

Andrew Fenwick, Chief of Staff to Asw. Brennan, most recently served as Jersey City’s Sustainability Manager. There, he coordinated with community organizations and managed multi-million-dollar grants to advance Jersey City's climate resilience efforts. Andrew is returning to the Legislature after previously working for former Assemblyman and current Trenton Mayor Reed Gusciora.
Justin Ramos, Chief of Staff to Asm. Bhalla, spent the last several years on the Hill as
the Director of Operations and Policy Aide for a member of the U.S. House of Representatives. Born and raised in New Jersey, Justin is excited to return home and serve the 32nd Legislative District in the New Jersey State Assembly.
Michelle Guengue, District Director for both Assemblymembers, is a Jersey City native and a longtime organizer with the Democratic Socialists of America. Most recently, she was the campaign manager for Joel Brooks and Jake Ephros' successful independent runs for Jersey City Council.
Javier Perez, Legislative Director to both Assemblymembers, previously worked for the New Jersey Dental Association and the Rutgers Office of Federal Relations. A proud Rutgers-New Brunswick alum, Javier also has extensive campaign experience, running field operations for campaigns in North Carolina and New Jersey.
Ethan Block, Digital Communications Strategist, manages social media and content creation for candidates and elected officials across the state. Specializing in short-form video, Ethan has worked with Senator Andrew Zwicker, Andy Kim for New Jersey, Altman for Congress, Malinowski for New Jersey, and others.
