“The Constitution says, ‘No money shall be drawn from the Treasury, but in consequence of the appropriations made by law.’ Every member of Congress took an oath to defend the Constitution. The President’s actions may force us to do so.”

“I support the enactment of a joint resolution to terminate the President’s emergency declaration, in accordance with the process described in the National Emergencies Act. This isn’t about building or stopping the wall. This is about defending the Constitution.”

Secretary of State, I often urged authoritarian governments around the world not to use emergency powers to defy their legislatures, courts, and laws.  It’s unthinkable that we would need to do so in the United States of America, but the President has forced our hand and I believe the Congress will do what is right.”
