Senate Committees to Consider Measures to Improve Affordability and Government Efficiency

 

Trenton – The Senate Community and Urban Affairs, Labor, and Education Committees will meet Monday, May 9th, to consider various bills including efforts to assist first time homebuyers, improve the unemployment system and increase transparency around sex education curriculum.

 

The Senate Community and Urban Affairs Committee will be meeting at 10:00 A.M. in Committee Room 10 to consider measures to provide assistance to first-time homebuyers and expand property tax exemptions for veterans.

 

The following bills will be considered:

 

S522 Cruz-Perez/Gopal Authorizes proportional property tax exemption for honorably discharged veterans having a service-connected disability and proclaims that the State shall reimburse municipalities for cost of exemptions.
S771 Pou/Turner Requires DCA to establish standards for prisoner reentry transitional housing.
S1225 Greenstein Requires municipality to return to taxpayer property taxes paid in error due to assessor’s or owner’s mistake.
S1446 Singleton/Ruiz “New Jersey American Dream Act”; appropriates $25 million to provide down payment and home repair assistance to low and moderate income first-time homebuyers.
S2103 Singleton/Zwicker Authorizes conversion of certain office parks and retail centers to mixed-use developments.
SJR70 Pou/Gopal Urges Congress to include funding for affordable housing in “Build Back Better” legislation.

 

The Senate Labor Committee will be meeting at 10:00 A.M. in Committee Room 6 to consider bills to expand protections for temporary laborers and improve the state’s unemployment system.

 

The following bills will be considered:

 

S511 Cryan Provides certain protections and rights for temporary laborers.
S526 Ruiz/Singleton Concerns NJ PLACE, allocates $300,000 for FY2020.
S1027 Singleton/Cruz-Perez Includes duct cleaning as maintenance work subject to the prevailing wage law.
S2357 Madden/Lagana Concerns timely payment of UI benefits.
S2396 Madden/Zwicker Provides for oversight and improvement of administration of unemployment compensation.

 

The Senate Education Committee will be meeting at 11:00 A.M. in Committee Room 4 to consider bills to create greater transparency around sex education curriculum and ensure students have access to menstrual products.

 

The following bills will be considered:

 

S1221 Ruiz/Gopal (pending referral) Requires school districts to provide feminine hygiene products in certain public schools and requires State to pay costs.
S1553 Beach Permits State Board of Education to authorize alternative teaching certifications.
S1892 Johnson Authorizes boards of education and certain municipalities to issue bonds to repair damages caused by natural disasters in certain circumstances.
S2268 Ruiz/Zwicker Requires Commissioner of Education to prepare learning loss report and report on public school operations during COVID-19 public health emergency.
S2304 Gopal/Beach Permits excused absences for students who attend civic events.
S2323 Cunningham Establishes certain program requirements for school counselor certification; outlines role and duties of school counselor; requires professional development for school counselors; establishes position of School Counselor Liaison in DOE.
S2481 Gopal/Lagana (pending intro and referral) “Transparency in Health and Sex Education Curriculum Act”; requires boards of education to solicit parental input on sex education curriculum; sets standards for curriculum delivery in all subject areas; requires boards of education to post curriculum plans online.
