RUTGERS UNIVERSITY NAMES JOSÉ MIGUEL ROMÁN AS VICE PRESIDENT FOR RESEARCH ADMINISTRATION

NEW BRUNSWICK, NJ — Following an extensive national search, José Miguel Román has been appointed vice president for research administration at Rutgers’ Office of Research and Economic Development to advance the research mission of the university. Román joins Rutgers from New York University, where he has served as Assistant Vice President, Sponsored Programs Administration, since 2010. He will officially begin at Rutgers on January 6, 2020.

“With a wealth of experience at some of America’s leading research universities, José brings a deep understanding of the research life cycle to Rutgers along with an intensely collaborative approach to success,” said S. David Kimball, senior vice president for research and economic development. “He is a passionate and seasoned leader who shares in our vision to elevate research at Rutgers to new heights, and I am pleased to have him as a partner on my team.”

Reporting to Kimball, with joint accountability for financial management matters to the executive vice president for finance and administration, Michael Gower, Román will oversee critical research activities in the administration of sponsored projects, both pre- and post-award, and in research regulatory affairs. In Fiscal Year 2019, Rutgers submitted more than $1.2 billion worth of proposals and sponsored research totaled more than $750 million.

In his new role, Román will provide leadership and strategic direction through the effective development and implementation of institutional policies and expert knowledge on regulatory and compliance requirements. He will also be responsible for the delivery of services and programs throughout the life cycle of pre-award, post-award, and regulatory oversight that positively impact research activities, accountability and compliance across the university.

As one of the most senior executives responsible for research at NYU, Román led a team of over 30 well-trained, professional research administrators and a complex, global research infrastructure that expends more than $887 million on research and development. Prior to his tenure at NYU, Román also served as executive director of sponsored projects finance at Columbia University, where he managed a complex portfolio of public and private grants and contracts for the university. At both, NYU and Columbia, Román was responsible for building service organizations that provided research faculty and their staff with the highest level of support for work performed at a global scale.

At Rutgers, he will be responsible for a $10 million budget and a customer-focused team of more than 110 employees, including the pre-award grants submission team, the award set-up team, the post-award administration team, corporate contracts, and the regulatory affairs team overseeing IRB, conflict of interest, and export control.

Román has dedicated his professional life to public service and to working with mission-focused, values-driven institutions. Over the past 30 years, he has also worked on issues as varied as youth development, LGBT civil rights, HIV/AIDS, vaccine research, and international emergency relief and development. He has served on the boards of numerous organizations and is currently the co-chair of the National LGBT Advisory Board of the Democratic National Committee.

Román earned his bachelor’s and master’s degrees in economics at City University of New York, followed by his Juris Doctor from New York University School of Law. In 2016, Román also received his Doctorate in Ministry at the New York Theological Seminary, where he concentrated his academic work on modern spiritual movements.
